DAOS-15055 build: Ignore BuildTime in rebuild calculation
Indicate to scons that the BuildTime linker flag should be ignored when determining whether or not a rebuild of a Go binary is necessary.

@daos-stack/daos-gatekeeper: This PR is a small change to a SConscript file, and it has passed the build stages multiple times successfully. Not sure what's going on with the functional/NLT tests on this branch, but there doesn't seem to be any point in retesting this PR given the nature of the change. Please force-land it at your earliest convenience.
