DAOS-10616 ddb: Add device info to SMD Sync
- Added command arguments to smd_sync so can include path to system path (/mnt/daos), and nvme config json path (/mnt/daos/daos_nvme.conf)
- Restructured ddb_spdk to use a state machine to manage callback complexity.
- Added device to target info for SMD sync.
