Licenses dir is not configurable

In ALT Linux we don't have separate directory for licenses, so it's preferable to install licenses into docdir. But this is not configurable.

See for Arch ppl even delete LICENSE from install.yml https://aur.archlinux.org/cgit/aur.git/tree/PKGBUILD?h=rinstall-git Perhaps it's would be benefitable to make it skippable.
