Add an 'about' window

Should show up in the context-menu. This would make it easy to check the version number from within Perspectives itself, and we could display the credits.

Added in adfbb19e and 8b573a8b - also added a link to the website. We can still work to make it prettier if anyone has suggestions.

From statusbar.js open_about_dialog:

"enable [about dialog] once all strings have been localized"

But why?

I agree:

  1. re-opening this ticket until it is actually shipped in a release
  2. I agree we should not have to wait for all strings to be localized before shipping a feature. doing so would seriously slow down our development. Perhaps we should document that somewhere.
