Allow notaries to be turned on or off individually

Currently all notaries are saved in one giant text box. It would be great if we could enable or disable notaries individually without having to copy/paste or edit this text box. When we revamp the interface for dealing with notaries (e.g. displaying more information from an XML file) we should add UI so notaries can be turned on or off one at a time.
