Implement Setup Wizard

Controls are fairly difficult to bind and to complex to create pre-made bindings files for.

Instead a setup wizard would be good to have.

• Tell the user how to use the menu and edit mode lock button
• Ask the user to go to controls and select an axis so we can emit it and see what the DeviceIndex is
• Have them exit controls and automatically setup basic bindings by editing the config file
