[Admin] Add configuration for display exception menu item

New feature request to add a configuration option to show the exception menu item under settings. I think we can configure this based on the user role.

[PagePart] nested_form_min not working?

If changing the value for `nested_form_min` to something different than `1` the pagepart will not be added to the page. You will always see a loading screen.
