Enhancement: Use a comment template

I want to have that my comments looks all the same. It is possible now to define "Default settings" for capturing webpages. I want to have the possibility to define a "default" text template for the comment, where I can define fields which are shown in all capturing I'll do.

Does this means that any newly captured item will be automatically filled with the text defined by the template?
