Enhancement: Make Multi-response Streaming to be toggleable

What features would you like to see added?

As per Docs > Configuration > librechat.yaml > Settings > Interface (UI), the interface object allows to customize various user interface elements, but currently it is not applicable for the new Multi-response Streaming feature. Please make it to be toggleable.

Moreover, with the following .env configuration:

LIMIT_CONCURRENT_MESSAGES=true
CONCURRENT_MESSAGE_MAX=1

The feature becomes useless too, so having it removed automatically in that case is preferred to avoid confusion.
