Use manual version setting to 0.0 for upload documents without version

In many case customers send document then file name have a version. For example file RFQ_TESTUNIT_v1.PDF have a version 1 assigned by customer. I suggest to add "No Version" menu for upload and then not display version for this file in DMFS.
