This error occurs when a Onenote page does not have a title AND some other combination of characters in the the first paragraph that I haven't identified. Simplest fix is to just find the source page and add a title and re-run onenote_exporter.

As I've discovered, it's a really good idea to review page titles before export anyway, otherwise you might find your output directory full of many filenames that look like: "3 example.domain.com has a security policy called HTTP Strict Transport Security (HSTS), which means that Firefox can only connect to it securely. You can’t add an exception to visit this site"
