The lesson from https://twitter.com/LucasWerkmeistr/status/1208157185286574080 by @lucaswerkmeister is that you do not get a dev environment up and running just from following the README instructions under "Setting up a development environment":

What is missing is that the Vagrant provisioner do not runphp generate-key.php, so I will fix that.

It would also be nice to have a more informative error message than "Encoded data is shorter than expected" in the case when the key is missing.
