fixed #11663 (daca: fetch basic analysis flags from server)
This adds a function to the daca server which provides the analysis and build options so they are no longer hard-coded in the clients and they are applied as soon a new server is deployed and we do not need to wait for all clients to be updated to get consistent data.
I am open to bumping the minor version to 1.4 and breaking the compatibility so all clients needs to be updated to continue and we can simply remove the old code.
I will probably also make it possible to load/extend this data from a file in the server so we could adjust the options without requiring changes to the actual implementation.
I am going for the breakage with the increase of the minor version and the removal of the old server function. We need to be able to adjust option ASAP so we don't keep collecting outdated data in daca. #5538 just highlights this.
