What's the point of License Checker?

Even though the user failed the license checker, it would still be possible to apply the icons through the icon pack chooser in the launcher settings. I thought that the whole point of License Checker is to prevent the app from being sideloaded (which includes not paying the application fee on Google Play) but I don't think it fulfills that goal. Or maybe, have I missed to change something? I'm pretty sure I followed the documentation on what to change. Please enlighten me, thank you.
