Remove bundled iqa

This is a big headache for packaging jpeg-archive unless it has changes that cannot be merged upstream

@nwmcsween can you explain how this is a big headache? You should just consider the source of libiqa part of this project. IIRC it was difficult to get it all working and statically linking across platforms when trying to use the lib.
