Windows Powershell / .bat support

@Lykegenes, it looks like you have a bunch of Windows-specific scripts in your fork at https://github.com/Lykegenes/jpeg-archive/tree/master/run - any chance you want to merge them into the official repo so that they can be part of the Windows release? Is it possible to get feature parity with the jpeg-archive bash script?

Yes, these are simply scripts to support drag&drop for a buch of files or a single folder, and different ouput pssibilities. Since there is currently one file for each combination of input and ouput, I only created scripts for the features I use.

What kind of changes would you suggest? I could work on this during the weekend and create a pull request.
