Cannot scroll in ScrollView when finger is touching chart

What did you do?

I have line chart that can be zoomed. I put that chart in ScrollView

What did you expect to happen?

I expected regular scrolling. It worked before I updated on 4.0 charts

What happened instead?

Instead, when finger is on chart, you cannot scroll a scrollView. It worked before I updated on 4.0 charts

Charts Environment

**Charts version/Branch/Commit Number:4.0 **Xcode version:13.3 **Swift version:5.6 **Platform(s) running Charts:iOS **macOS version running Xcode:12.3.1

That's right. It seems 4.0 version improve the drag experience.

@filipbozic00 Will you test @mfcitycapital 's comment and close this issue if it works?

Hi, to piggyback on the initial issue. What would the recommendation be if I'd still like to enable horizontal dragging in a vertical scroll view? it seems like setting chart.dragYEnabled = false will still freeze the scroll view when the touch begins in the chart area.
