Epic Description

What are we trying to accomplish in plain english? A system by which users who've proven they are good actors can gradually earn moderations privileges to assist with moderating the site. One way would be passing a threshold in reputation gained only from accepted reviews (since that's the best indicator of good actors).

Acceptance Criteria

At what point is this epic considered done?

• We have a system for good actors to prove they are good actors through interacting with the site.
• We have a system of thresholds by which good actors can gradually earn moderations privileges.
• We have a way to remove moderation privileges from people who'd previously earned them and then abuse them.
