Epic Description

What are we trying to accomplish in plain english? We need a system by which users can flag spam, harassment, abuse, and nazis so that admins can moderate that content. We need a way for admins to mark content as moderated, with a reason, and a way to show moderated content to users.

We also need a way to ban users who repeatedly violate guidelines and terms of service.

Acceptance Criteria

At what point is this epic considered done?

• Users can flag content as objectionable (abusive, harassment, spam, or offensive).
• Moderators can accept or reject the flagging.
• Moderators can mark content as moderated and give a reason.
• Content marked as moderated is shown to users as such, along with the reason.
