What are we trying to accomplish in plain english?

We need a JATS version of papers so that they can be indexed in PubMed and other JATS dependent systems.

Acceptance Criteria

At what point is this story considered "done"?

• In addition to a download link, each paper has a link to a JATS formatted version of its front matter metadata for indexing in various system.
• We have identified a list of JATS dependent indexing systems and have stories for submitting papers to them at publish time.
