Add support for Google Cloud Build

GCB currently does not provide a PR number. There is a feature request in progress to add a build substitution for it.

I am leaving this here for reference (unless we migrate to env-ci) so work can being on a PR and in case anyone needs a quick workaround.

Update

GCB now provides the GitHub-specific $_PR_NUMBER build substitution.
