Add support for illumos target

As part of the preparation for rust-lang/rust#55553, add support for the Solaris-like illumos target.

It has been 3 Years almost to a day and this has not been merged.

I hit this now again because I wanted to install Plume. Can I get an update or merge?

@Toasterson see my comment here, tl;dr: I think you may have an easier time upstreaming patches to fs4 than to fs2.
