Allow Ugoiras to be Uploaded Manually

Those that currently save Ugoiras to disk for later uploading have no way to upload them if the Pixiv post ever gets deleted.

For this, since it's so different from the standard upload workflow, I would suggest creating a different upload endpoint, like /uploads/ugoira or something.
