damus Add What's a Relay Explanation [UX][Newbies]

User Story

As a newbie user who is learning about Damus and nostr, I want to want to know "what are those numbers in the upper corner", so I can reduce the uncertainty of this new experience.

Acceptance Criteria

Relay x/y is clickable ✅ (https://github.com/damus-io/damus/pull/491 completed criteria 1.)
Click leads to the following screen (in relay config. See #491)
Got it exits the modal
Learn more leads to https://nostr-resources.com/

If I get time tonight I’ll see if I can try a few things out and post up if no one else tackles it, I think relay confusion is a big problem though so it would be good to educate on it in the relay config page (or have a separate resource to learn more)

Knowing what relays are, I was also confused at first what "16/23" represents. Adding "You are connected to 16 out of 23 relays" text to the modal could help. Once "Got it" is tapped, we could present the list or relays to quickly connect/disconnect without going to the side menu (depends on the filtering approach and the function of the filter button https://github.com/damus-io/damus/pull/289#issuecomment-1382210324).
