Yes let's keep it for testnet 15. Together with https://github.com/massalabs/massa/discussions/2895

because this module does all the block graph handling (dependency tree resolution AND graph storage AND compatibility graph computation AND clique computations AND nakamoto) but doesn't do all the consensus...

Actually after thinking more about it I think you're right @sebastien-forestier , "consensus" sounds better :)

@aoudiamoncef that's when operations are included in blocks: their total size cannot exceed the max block size. This issue should focus on "free" operations propagating outside of a block.

A tentative correction to this class of problems was done here: https://github.com/massalabs/massa/pull/3161

Should be corrected in testnet 16. Will reopen if the problem appears again
