Location of cucumber-reporting.properties?

Can the location of cucumber-reporting.properties be set to be read from a different location other than the default?

I might misunderstand the situation but that file is used in this plugin: https://gitlab.com/jamietanna/cucumber-reporting-plugin. Edit: Actually I do have a problem with the configurability of it as well.
