Bump rand_core to 0.9 + MSRV 1.85

This is #749 + bumps the MSRV to 1.85 to fix CI.

I would suggest merging this after we branch for breaking changes: #736

Nothing actionable about that in regard to this PR, just something we need to sort out upstream before this PR can be merged.

It's showing as a huge diff right now, I think because other stuff has been merged into main. @baloo could you rebase when you get a chance?

@rozbb I'll wait for #775 to merge and then we should be able to rebase #676 on top.

This one is currently a bit hard to rebase.
