Media Library Editing Access Bug

Describe the bug User in staff account are unable to edit the media library block if they select an image that was added to library by another user.

To Reproduce Steps to reproduce the behavior:

1. From a staff account, create a media library photo block.
2. Select an image that was uploaded by another user.
3. Save media block.
4. Reopen the editor to see error

Expected behavior User should be able to select any media uploaded by any user and still be able to edit the block.

Additional context Workaround found: From the block editor, select a different source for showing images and save. Then, go back to block editor again, switch source back to media library which allows user to make all desired changes. *Note: If any images uploaded by another user are selected, user will need to perform this workaround to make future edits each time. If only images uploaded by the current user are selected, the workaround is not needed.
