refactor completely the whole send_posts bs

this is a bigger project that would involve quite a bit of work over at least a couple of weeks (like over the summer) - but i think it's time we refactor that gigantic unmaintainable function into something that makes more sense. we can do a planning sesh together if anyone's interested in taking this up!
