[Enhancement] Improving control options keybind order

Problem,

The control order in the control option setting makes it hard to immediately see the most important commands. For instance, toggle shield is after all the load/unload/fire tube.

Solution, Most used control should be presented first to allow newer player to immediately know the most important keybinds.

Alternate solution, Controls should be ordered alphabetically.
