Support managed_python_loggers config in serverless cloud

What's the use case?

We're using dagster cloud serverless and would like to collect our logs via managed_python_loggers. I was told in Slack it's not currently possible.

Ideas of implementation

We deploy both via the cloud cli and the Github action, so it'd be nice if the solution supported both. I'd also like it to be something that's checked into our repo rather than set manually through the web ui.
