Clarify use of CDN publicUrl

There appears to be some confusion around the meaning of the configuration option cdn.publicUrl. Is there some documentation for this already live?

@jimlambie none, but can be added. When API is setup to store in S3, a request for media only returns a path, so publicUrl serves as the missing hostname.
