[LITE] Change percentages from absolute to relative

As it is now, the percentages shown on every vote are respective to the total supply. We should change this to just the percentages of the voting power that was expressed. As an example, if only 20% of the total supply of the token has voted, we consider that 100% and show the percentages according to that.
