Spinup a Tezos blockchain/wallet test environment

We will need a Tezos blockchain test environment and/or Tezos test wallet to test consumption of the smart contracts, ensure that we are consuming them correctly, and avoiding unexpected validation failures. ~~Will need to reach out to Tezos team to see if they have a ganache-core equivalent for Tezos or if they use a wallet with a ton of tz to test.~~
