Cleaner tries to delete from lfs=precious pools

ToDo: Cleaner should not try to remove files on/via lfs=precious pools.

The hsm component of the cleaner cell tries to delete files from/via pools configured with lfs=precious. Because such pools don't allow this, cleaner gets a reply and reports Received failure from pool: Pool has no tape backend and eventually logs Timeout deleting files on HSM cta attached to <pool>.
