Number of pole poles is not optimized

The tool generates too many power poles. It's easy to find a better layout by eye, which means there are probably even better layouts that I can't see. For instance, the tool generated but I removed three power poles to produce . Ignore the large power pole in the second image, that's just how I'm delivering power to the site.
