  • [ ] Parse signed directives.
  • [ ] Decide whether we want sign to be limited to year, or apply to all fields?
  • [ ] Is %+-y weird? (Signed two-digit year with no padding.)
  • [ ] Is %+Z weird? You can’t change sign or padding on the time zone offset.
