i upgraded from 9.1 which was totally fine.

sorry i wasnt able to fill in the submit form properly as i could not scroll and had to type everything with 20% browser zoom..

hmm I installed IG silently (several times), same error. Installed it with gui and cant reproduce it atm..

I'm not sure the issue but v9.3 is a self-contained release built on .NET 9, it should not ask for .NET Runtime though.
