Possibility to pan and zoom into the empty area outside the image as well as change scroll speed.

When you're like me and like to take a look at pixel art sprite sheets, or like to have a particular area in the image centered, and also like to navigate lots, then it's unpractical that you cannot change the scroll speed in settings as well as pan into the empty area outside your image. Say you have a sprite sheet with pixel art on it, some sprites may be positioned at the very edge, and you want to take a closer look at it. All parts of the process are frustrating. First you try to zoom in onto the chosen sprite, but it instead zooms in on the center, before starting to zoom in closer to your mouse pointer. Secondly you scroll varying amounts, or pan with your mouse to the position of the sprite. Now if the sprite is on the edge, you have to zoom in ungodly amounts if you want it centered. Simply resizing IG or the window past an edge of the screen is also impractical, since sprites may vary in size as well as position on the sheet. This is also useful if you simply like to take a look at a particular position on an image and have it centered on it.

Describe the solution you'd like

Either default or settings togglable option of the below: -Zooming directly onto the position of your mouse cursor (even if this meant including empty area in the zoom) instead of the current behavior of first zooming to the center before zooming towards your mouse cursor. -Panning into the empty area outside the image, and ability to pan even when the image is fully zoomed out. -This is not so important for me, but a clause in settings for changing scroll speed I suppose.
