A setting when creating a new retro to allow anyone in the retro link to have the same permissions and options as the owner of it.

Use case would be, retro responsibilities shift every retro between developers however want to keep some columns like "actions"/"reminders"/"longterm" between retros.

Allows anyone to host the retro.
