Possible to run the installer whilst the GCS is running

Issue details: It is currently possible to have the GCS running, and run the installer. Installer could possible overwrite part of the files, before encountering a file that is locked by the GCS.

It would be better if the installer checked against the GCS running.

Could do this; http://nsis.sourceforge.net/Check_whether_your_application_is_running#Using_the_name_of_the_process_.28with_Windows.27_tasklist_command.29 but very low prio.
