Add Configuration panel

We need to improve the concept of Configuration objects and a panel in the admin section to manage it.

It will contains all the global configurations : ldap enabled, retrieval enabled, free signin of new users, allow invitations, instance host support information (website, mail, phone number) etc. etc.
