Ability to create federation-upstrean-set's

Hi!

I am currently using the policy resource to create policies and until now have only needed to send them to a single federation-upstream however I now need to federate via multiple using a federation-upstream-set. Creating this parameter doesn't seem to be supported by this provider so I have resorted to manually creating it and then reference it by name in the TF as I'm unable to use the implicit all as there are other upstreams it should not be federated over.

It would be fantastic if this provider could support creating federation-upstream-set parameters.
