tags <-> remote repository (overwrite after NEWS -> tags step, pull otherwise)

Does this mean forcing the remote tags to be the same as the local ones? Or just pushing the local ones?

NEWS -> tags is difficult anyway, we need to rethink this. At a first step this could be a list of tags that are missing, in a next step perhaps a list of possible commits for this tag.
