tags -> NEWS (dates, versions, NEWS)

Trying to spell out what I understand here. Does it mean there would be a way to split the NEWS file into versions with corresponding dates and items, and then a way to match that to tags based on tag names?

Perhaps if a repo has tags but no NEWS.md file? Low prio perhaps.
