Show Combatant Commands on Combatant Row hover, regardless of selection state

Currently, the 'tag' and 'show/hide' toggle buttons are hidden unless you select the combatant.

I would love the option to not hide the combatant command buttons. Then I can add tags or show or hide w/o changing the currently selected combatant.

Right now those buttons rely on only operating on the selected combatant so this is a non-trivial change, but I do think it's a good idea.
