There cannot be multiple cluster accesses with the same address and the same owner

Describe the bug A user is able to create multiple cluster accesses with the same address (e.g., with different accounts on the cluster). However, this causes issues when trying to use these accesses. Multiple accesses with the same address should be supported.

To Reproduce

1. Create two cluster accesses with the same address
2. Try to connect with one of the cluster accesses
