authorisation: auto generate the permission list

The Cylc documentation contains a list of permissions (e.g. READ, Poll, Trigger, Broadcast).

These are hardcoded in the docs, it would be better to auto-generate them to ensure new permissions are added to the list automatically as new functionalities are added.

Ideally these permissions would also be referenceable via Sphinx syntax.
