CI: build docs if changes made to files in cfgspec

Problem

Files cylc/flow/cfgspec/workflow.py and globalcfg.py contain lots of RST which is ingested into the cylc-docs repo.

Proposed Solution

We should build the docs as part of CI when these files are changed.
