Simulation Mode: Store end time and expected state in DB

Follow on to #5721 :

It should be possible to store the expected state and the expected end time of a simulated job in the database, allowing simulated jobs to behave more like real jobs across restarts.

IMO we don't need this (as commented in #5721).

So long as we have a viable workaround in code (i.e. "resume" the submitted job with the new config) that is well tested, I'm happy to wait for users to request this feature.
